Assam Chief Minister Himanta Biswa Sarma has formally launched the state government’s Mission Basundhara 3.0 at Srimanta Sankaradev Kalakshetra in Guwahati on 16th February, 2024.

About Mission Basundhara:

In order to streamline and resolve and make land revenue services more accessible to the citizens residing in Assam, ‘Mission Basundhara’ is conceptualized under the leadership of Hon’ble Chief Minister, Assam. The mission envisages to reduce the pendency in updation of land records and will include land related services like land mutation, updating of land records and delivery of these services to the people at their doorstep through online or portal mode so that they need not to come to government offices. This will also create ease of doing business environment in the land management ecosystem.

The Mission Basundhara was launched on 2nd October, 2021, while the second phase was started in November 2022 and the third phase will start soon in the mid of 2024.

What is Mission Basundhara 3.0

As per the speaking of the CM on the occasion, the following provisions can be mentioned as the services to be provided under the upcoming Mission Basundhara 3.0:

Mission Basundhara 3.0 Start Date

As per the Honourable CM of Assam, Mission Basundhara 3.0 will be started after the Lok Sabha elections. At the end of the occasion the CM Himanta Biswa Sarma also gave hints for the next Mission and said “For Mission Basundhara 4.0 we will survey Char lands”.

Services provided under Mission Basundhara are:

The following land related services were provided through Basundhara 1.0 Portal:
1.Mutation by right of inheritance
2.Mutation after deed registration
3.Partition for undisputed cases
4.Conversion from Annual Patta to Periodic Patta
5.Reclassification of the agricultural land to non-agricultural land less than 1 bigha area
6.Striking out of name from patta
7.Allotment certificate to Periodic Patta
8.Legacy Data Updation
9.Mobile Number Updation

The following land related services were provided through Basundhara 2.0 Portal:
1.Settlement of Khas and ceiling Surplus land
2.Settlement of Occupancy Tenant
3.Settlement of special cultivators
4.Settlement of hereditary land of Tribal Communities
5.Settlement of AP transferred land from the original AP holder
6.Regularization of settlement of PGR VGR LAND
7.Online payment of Land Revenue

The main components of the mission are –
i. Purification of land records in a mission mode
ii. Polygon survey of yet to be surveyed 672 non-cadastral villages
iii. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology.

The implementation of the mission will help in enable achieving the goal of 100% Digitalization of Maps and total Integration of Maps, Land Records and Registration for the State under DILRMP.
